§1
The Statistical Office in Łódź acts on the basis of :
1) Law of 29 June 1995 on public statistics (Journal of Laws – Dz. U. No. 88, item 439 with later amendments),
2) directive No. 4 of the President of Central Statistical Office of 15 October 1998 as regards changes in detailed tasks and organization of statistical offices (Official Journal – Dz. Urz. GUS No. 14, item 94),
3) the following statute.
§2
The seat of the Statistical Office is Łódź.
§3
1. Detailed tasks of the Statistical Office in Łódź, called afterwards “Office”, are:
1) recognizing the demand for statistical information and analyses and submitting results of these activities as proposals to all required elements to the programme of statistical surveys of public statistics,
2) organizing and conducting statistical surveys, including all kinds of censuses,
3) collecting, gathering, storing and preparing data to statistical surveys conducted by the President of Central Statistical Office,
4) collecting, gathering, storing and preparing data to statistical surveys conducted by the Office, specific to needs of the voivodship, powiats and gminas of the łódzkie voivodship, either solely or together with public administration bodies acting within the area of the voivodship,
5) preparing analyses, overall data and ultimate, statistical information from surveys, mentioned in p.3 and 4, within the scope defined every time in the programme of statistical surveys of public statistics, adopted by the Council of Ministers and in the plan of studies prepared annually by the President of Central Statistical Office,
6) participating in methodological work within separate fields of statistics and informing on methodology and scope of surveys conducted within the scope of public statistics,
7) co-operating with public administration bodies from the area of łódzkie voivodship within the scope of creation and use administrative data for statistical purposes,
8) making available and disseminating statistical information derived from statistical surveys of public statistics, including major figures and indicators,
9) conducting activities for the purposes of studies on regional statistics and national accounts,
10) presenting statistical data to the Voivod of Łódź and local self-government authorities form the area of łódzkie voivodship, in the scope, time and form defined in the programme of statistical surveys of public statistics, mentioned in p.5,
11) maintaining the National Official Business Register – REGON, in the part concerning units seated within the area of łódzkie voivodship, including:
a) accepting applications on enter to the register,
b) entering data on units to the register and assigning identification numbers,
c) issuing certificates on assigned identification number,
d) accepting registers of individual agricultural farms from gminas, and updating these registers, entering farms into the register and co-operating on updating with gminas,
e) transmitting data from REGON register to public administration bodies and bodies maintaining other official registers within the area of the łódzkie voivodship, co-operation with those bodies on updating the register,
f) disseminating data from REGON register on units seated within the area of łódzkie voivodship,
12) conducting activities on forming and updating the National Official Register of Territorial Division of the Country – TERYT and disseminating information on the voivodship, powiats and gminas of łódzkie voivodship included in the subjective scope of the register,
13) organizing and maintaining a network of census enumerators, statistical interviewers and experts,
14) conducting, together with either the Voivod of Łódź or local self-government authority, joint surveys included in the programme of statistical surveys on their request,
15) promoting knowledge about statistics,
16) managing an IT infrastructure of the statistical services located within the area of łódzkie voivodship.
2. The Office is able to accept orders and requests for performing activities detailed in art.21 of the law mentioned in §1, and particularly:
1) conducting at the request compilations supporting other information systems of the public administration,
2) conducting, at individual requests, statistical surveys not included in the programme of statistical surveys of official statistics,
3) performing additional compilations and analyses not included in the programme of statistical surveys,
4) providing, at individual requests of the units, information concerning classification standards,
5) conducting training courses and upgrading knowledge in the field of statistics,
3. Tasks detailed in item 2 are performed beyond statutory duties of the Office.
The following, specialist and nationwide tasks in the field of statistics, performed within the scope of activities for public statistics as a whole, are the Office’s responsibility:
1) performing activities involving implementation of surveys and preparing frames for statistical surveys conducted by the President of Central Statistical Office, as well as working out sampling schemes for surveys and quality assessment of surveys, including:
a) generating and updating frames for statistical surveys,
b) providing sample schemes and algorithms for precision calculation,
c) developing, in co-operation with CSO’s divisions, algorithms for data editing and imputation,
d) conducting up-to-date evaluation of quality of surveys,
e) updating statistical units’ base,
f) sending statistical questionnaires and forms to units within the area of the whole country,
g) monitoring the work of statistical interviewers and evaluating them periodically,
h) conducting activities on methodology and implementation in the scope of small area statistics,
2) drafting projects of major classification standards and their interpretation within the scope specified separately by the President of Central Statistical Office,
3) preparing organization of censuses within the scope specified every time by the President of Central Statistical Office,
4) co-operation with the Statistical Office in Poznań on preparing methodology of surveys and compilations within the scope of cities’ statistics,
5) co-operation with proper departments of Central Statistical Office in the field of methodology of price surveys, including selection of representatives considering changes of goods’ quality.
§5
1. The Office compose of:
1) Co-ordination and Organization of Surveys Department,
2) Registers Department,
3) Analyses Department,
4) Data Dissemination Department,
5) Economic Statistics Department,
6) Social Statistics Department,
7) IT Department,
8) Interview Surveys Department,
9) Centre for Statistical Surveys Realisation,
9a) Centre of Standard for Classification,
10) Human Resources and Training Department,
11) Economic Department,
12) Administrative Department,
13) Branch in Brzeziny,
15) Branch in Piotrków Trybunalski,
17) Branch in Sieradz.
2. Thee are independent posts established in the Office: legal advisor, for Confidential Data Protection and for Health and Safety directly subordinate to the Director of the Office.
3. Internal organization and detailed scope of tasks of the organizational units as well as course of action of the Office are specified within the organizational rules introduced with internal directive of the Director of the Office.
4. The Director of the Office issues internal directives and official orders concerning functioning of the Office.
5. The Director of the Office is entitled to set up regular committees or working groups, specifying their name, composition, scope and course of action, to perform some specified tasks.
§6
1. The tasks of the branches mentioned in §5, item 1, p.13,15 and 17 are as follows:
1) collecting, gathering and storing statistical questionnaires and generalising statistical data for further processing in the Office according to the schedule established by the Director,
2) conducting updating activities for territorial register and up-to-date co-operation within this cope with local self-government bodies,
3) conducting organizational activities concerning censuses and other statistical surveys,
4) organization of co-operation with local self-government bodies,
5) functioning as coordinator for tasks requiring co-operation with gminas,
6) accepting applications on enter to the National Official Business Register – REGON as well as issuing certificates on assigned identification number,
7) disseminating statistical data (information centre),
8) conducting other activities appointed by the Director of the Office within the organizational rules of the Office.
2. Territorial range of activities of branches, mentioned in §5, item 1, is as follows:
1) Branch in Brzeziny – powiats: brzeziński, łowicki, rawski, skierniewicki and Skierniewice (city with powiat status),
2) Branch in Piotrków Trybunalski – powiats: bełchatowski, opoczyński, pajęczański, piotrkowski, radomszczański, tomaszowski and Piotrków Trybunalski (city with powiat status),
3) Branch in Sieradz – powiats: łaski, poddębicki, sieradzki, wieluński, wieruszowski and zduńskowolski.
3. Tasks mentioned in item 1 for the city with powiat status – Łódź and powiats: kutnowski, łęczycki, łódzki wschodni, pabianicki and zgierski are run by proper departments of the Office.
§7
1. The Office is managed by the Director, subordinate to the President of Central Statistical Office, with three deputies’ help.
2. The Director of the Office is the body of non-affiliated administration in the voivodship.
3. The Director of the Office is appointed and dismissed by the President of Central Statistical Office.
4. The President of Central Statistical Office entrusts duties to deputies of the Director.
§8
1. The Director of the Office performs his/her tasks under the rules of regulations, directives and orders of the President of Central Statistical Office.
2. When performing tasks mentioned in §4, the Office co-operates with Central Statistical Office and units subordinate to the President of CSO.
§9
When performing tasks, the Director of the Office co-operates with the Voivod of Łódź and local self-government bodies from the area of łódzkie voivodship.
§10
The Office is using official seal with the national emblem and the inscription in the stamp surround: “Urząd Statystyczny w Łodzi” (Statistical Office in Łódź).
§11
The Office is running its financial economy as a budgetary unit.
§12
1. Activities of the Office are financed respectively from divisions: “Public administration” (local units subordinate to principal and central bodies of the government administration; censuses and others), “Computer and related activities” (other units of IT services).
2. Activities of the Office within tasks defined in §3, item 2 is financed as an own income account.
