One of submission forms of INTRASTAT declaration is application in electronic form, i.e. by CELINA system, in which a separate module was created, so called INTRASTAT subsystem to handle INTRASTAT declarations.
In order to effectively complete electronic INTRASTAT declarations using CELINA web site (Web-Cel), each person interested with this form of INTRASTAT declarations first must settle with director of the customs chamber appropriate for its location terms of submitting these declarations. One element of this settlement is obtaining identification code, which shall replace the signature of a natural person submitting INTRASTAT declaration.
Detailed instructions have been prepared for persons that want to make INTRASTAT declarations in electronic form:
"Instruction regarding way of conduct for persons that intend to submit INTRASTAT declarations electronically" (in Polish only)
Instruction is accompanied by following specimens (in Polish only):
- application for issuance of identification code for persons that intend to submit electronic INTRASTAT declarations (enclosure No 1)
- security statement (enclosure No 2), which upon completion should be attached to the application for issuance or determination of identification code;
- specimen of permission for completion of INTRASTAT declarations by authorized third party (enclosure No 3), which may be submitted along with the application for issuance of the identification code.
In order to simplify and accelerate procedures connected with issuance of identification codes Ministry of Finance suggests use of mentioned above specimens of: application, security statement and permission for completion of INTRASTAT declarations by authorized third party.
Simultaneously Ministry of Finance kindly asks persons applying for issuance of identification code, which intend to submit the application and documents attached to it by mail to the director of customs chamber appropriate for their location, to place on envelope containing these documents a statement "LOGIN FOR INTRASTAT".
