ORDER BY THE PRIME MINISTER (J. L. 1999 No 75.842)

issued on 10 September 1999

on the ways and forms of announcing,
disseminating and propagating result statistical information

According to the art. 38 par. 3 of Law of 29 June 1995 on Official Statistics (J. L. No 88, item 439, from 1996 No 156, item 775, from 1997 No 88, item 554 and No 121, item 769 and from 1998 No 99, item 632 and No 106, item 668) the following are ordered:

§ 1.1. Public availability of the result statistical information of the public statistics is ensured by:

  1. placing it in publications by the Central Statistical Office, statistical offices and other units carrying out surveys and researches in the field of result statistical information characterizing economic, demographic and social situation as well as natural environment,
  2. announcing the major values and indices for purposes determined each time in separate regulations,
  3. informing in mass media,
  4. giving information based on data resulting from statistical surveys and researches, especially at statistical information centres acting at the Central Statistical Office and statistical offices.

2. Result statistical information, except forms determined in paragraph 1, are available in a form of individually prepared elaborations and analyses.

§ 2.1. The president of the Central Statistical Office announces the major values and indices characterizing social and economic situation, full-filling his duties determined in separate regulations.

2. Values and indices, mentioned in paragraph 1, are published in a form of communicates and announcements of the president of the Central Statistical Office, in the Government Journal of RP "Monitor Polski" and in the Office Journal of of the Central Statistical Office. 

3. Information about values and indices, mentioned in paragraphs 1and 2, is disseminated by statistical information centres and mass media starting from the date of signing a communicate or an announcement on this matter by the president of the Central Statistical Office, from that day on the information is public.

§ 3.1. Result statistical information from statistical surveys and research carried out by the Central Statistical Office and statistical offices is announced, disseminated and popularized in a form of signal elaborations and statistical publications, on electronic carriers and in the Internet.

2. Signal elaborations are published in the following groups:

  1. communicates of the Central Statistical Office
  2. "Current information", preliminary results,
  3. decade information,
  4. signal information,
  5. information notes,
  6. monitorings,
  7. business cycles,
  8. "Statistics of Poland" - an insert in "Rzeczpospolita",
  9. "Preliminary Information about Economy" - an insert in "Statistical Bulletin".

3. Statistical publications of the Central Statistical Office can be found in the following publication groups and series:

Group - statistical yearbooks:

  1. Statistical Yearbook of the Republic of Poland,
  2. Small Statistical Yearbook,
  3. Statistical Yearbook of Voivodships,
  4. Branch yearbooks,
  5. International Statistics Yearbook,

Group - publication series:

  1. Studies and statistical analyses,
  2. Statistical Information and elaborations,
  3. Business cycle studies,
  4. Source materials,
  5. General censuses,

Group - bulletins and magazines:

  1. Statistical Bulletin,
  2. Poland Quarterly Statistics,
  3. International Statistics Quarterly,
  4. CESTAT Statistical Bulletin,
  5. Statistical News

4. Statistical publications of statistical offices can be found in the following series:

  1. Statistical yearbooks,
  2. Major data about powiats, cities and gminas,
  3. Statistical bulletins,
  4. Statistical analyses,
  5. Statistical information and elaborations.

5. Terms of publishing result statistical information of statistical surveys and researches, as well as the title of the given publication, included in a publication group, are determined in Statistical Survey Programme of Official Statistics.

6. Units, other than services of official statistics, carrying out statistical surveys and researches of official statistics, announce result statistical information on their own in a form determined by executives of those units or jointly with the Central Statistical Office in forms determined in § 3.1-4.

§ 4. Individual orders for direct dissemination of statistical information or preparation of additional elaborations not included in Statistical Survey Programme of Official Statistics mentioned in   § 3.5 are taken and realized by:

  1. Central Statistical Information Centre in the Central Statistical Office,
  2. statistical information centres in statistical offices.

§ 5. The Order shall enter into force 14 days after its announcement.
