Management of CSO

President of the Central Statistical Office Janusz WITKOWSKI

The work of the Central Statistical Office is supervised by its President. CSO operates under the direct supervision of the President, in accordance with his dispositions, decisions, guidelines, and orders.

The President of the Central Statistical Office:

  1. Coordinates all work connected with the preparation of multiannual statistics development programmes and annual official statistics statistical research programmes.
  2. Submits the projects mentioned in point 1 to the Statistical Council.
  3. Approves the statistical compilations plan, the methodological work plan, the editorial plan, the plan of international cooperation, the plan of educational activities, and the plan of the development of IT infrastructure; these plans allocate tasks to respective departments, statistical offices, and units subordinate to the President of CSO.
  4. Determines the direction of work in the area of statistical standards, prepares projects for statistical standards and arranges them with interested parties (including basic information and nomenclatures), and issues announcements including the official interpretation of classification standards.
  5. Establishes principles for the dissemination and distribution of the resulting statistical information by official statistics services.
  6. Determines the directions and tasks in the area of international statistics, resulting from international obligations adopted by the Republic of Poland, including regulations which govern foreign cooperation.
  7. Coordinates the cooperation of CSO with supreme bodies of state government and administration, central bodies of government administration, the Supreme Audit Office, regional accounting chambers, the National  Bank of Poland, voivods, and local government units.
  8. Approves draft Acts and Regulations, and other materials submitted to the proceedings of the Council of Ministers and to the Prime Minister.
  9. Issues dispositions, announcements, and releases, being obliged and authorised to do so by Acts and secondary legislation issued on their basis.
  10. Determines the direction of work and tasks for statistical offices and units subordinate to the President of CSO, as well as supervises and controls the implementation of these tasks.
  11. Supervises and controls the execution of the department’s budget and approves financial plans.
  12. Specifies guidelines and rules of conduct concerning the statistical confidentiality and data protection, and ensures the observance of secrets protected by law.
  13. Determines the rules for accepting orders and commissions, and for conducting research and studies referred to in Art. 21 of the Act of 29 June 1995 on official statistics.

In the implementation of tasks, the President of CSO cooperates with governmental authorities and administration, the National Bank of Poland, and local government units.

The President of CSO performs his tasks with the assistance of the Management of the Central Statistical Office. The Management comprises the President of CSO, Vice-Presidents, and the Civil Service Director.

Directors of statistical offices are subordinate to the President of CSO.

The President of CSO, Janusz Witkowski, directly supervises the work of:

  1. Office of the President;
  2. Demographic Surveys Department;
  3. Social Surveys and Living Conditions Department;
  4. Labour Department;
  5. Agriculture Department;
  6. International Cooperation Department;
  7. an institution for budget management, i.e. the Research and Statistical Education Centre.

The tasks of President Janusz Witkowski include the supervision of methodological issues within the authority of the Methodology, Standards and Registers Department, and the supervision of issues concerning the preparation of draft annual programmes of statistical research in official statistics including forms for a given year, falling within the authority of the Programming and Coordination of Statistical Surveys Department.

During the President’s absence, he is substituted by Vice-President, Halina Dmochowska.

Vice-president Krzysztof KURKOWSKI

  1. Information Department;
  2. Statistical Computing Centre;
  3. Statistical Publishing Establishment.

  2. Programming and Coordination of Statistical Surveys Department,

except for tasks of the President of CSO.



Civil Service Director

The Civil Service Director carries out the directions of development of official statistics specified by the President of CSO, and, in particular, tasks defined in the Act of 21 November 2008 on the Civil Service (Journal of Laws No. 227, item 1505 as amended), including:

  1. Facilitating the functioning and continuity of the Office operations, the terms of reference of its operations, and the organisation of work, particularly by:
    1. supervising departments’ efficient execution of tasks as defined by the President of the Central Statistical Office, with the exclusion of the press spokesperson, counsellors and advisors directly subordinated to the President of CSO,
    2. organisational supervision of progress on work preparing the budget project on time and maintaining the format of part 58 of the budget, as well as supervision of its implementation and preparation of proposals for changes in the course of its execution for approval by the President of CSO,
    3. putting forward a proposal to the President of CSO to draw up an organisational rulebook for the Office, and subsequently establishing work regulations,
    4. drawing up internal rulebooks for the departments of the Central Statistical Office,
    5. managing the property of the Office,
    6. commissioning services and purchasing goods for the Office and for the needs of other units of official statistics in the categories separately defined by the President of the Central Statistical Office, as well as ensuring the proper keeping of records on the Office’s property,
    7. representing the State’s Treasury in respect of the property of the Office,
    8. the supervision of conducting inspections and internal audits in the Office,
    9. the enforcement of compliance with rules on legally-protected secrets, including statistical confidentiality, as well as state and official secrets,
    10. the enforcement of compliance with rules on legislative techniques,
    11. the exercise of the authority of a contracting manager within the meaning of the Act of 29 January 2004 - Public Procurement Law (Journal of Laws of 2007, No. 223, item 1655, as amended).
  2. Executing legal acts in the area of labour law regarding persons employed in the Central Statistical Office, as well implementing personnel policy, particularly by:
    1. drawing up human resources management programmes for the Office,
    2. executing activities resulting from the establishment and duration of the employment of civil servants, and activities relating to termination of employment,
    3. organising recruitment for vacant clerical posts, including posts for higher positions in the Civil Service,
    4. planning, organising, and supervising civil service trainings for civil servants employed in the Central Statistical Office,
    5. administering a bonus fund,
    6. administering the resources of the Office’s company welfare benefit fund.

The Civil Service Director is directly subordinate to the President of the Central Statistical Office.

The Civil Service Director represents the Office to the outside world in the above-mentioned matters (inter alia in administrative proceedings and before courts) and grants the appropriate powers of attorney.

For the purpose of completion of tasks referred to above the Civil Service Director can issue dispositions.

The Civil Service Director is the holder of CSO’s budget resources and acts as the holder of 3rd degree.

The Civil Service Director cooperates with the company’s trade union operating in the Central Statistical Office regarding affairs on issues designated to be within its scope by the manager of the company, under separate regulations.

The Civil Service Director assigns, in agreement with the President of the Central Statistical Office, a person to substitute him during absences.

The Civil Service Director directly supervises the work of the Office of the Civil Service Director, Administration and Accountancy Office and Organistation and Personnel Office.

Until the end of January each year, the Civil Service Director submits to the Head of the Civil Service a report for the period of the last year on the completion of tasks resulting from the Act on the Civil Service.
