The work of Central Statistical Office is directed by the President of Central Statistical Office.
The President of the Central Statistical Office is responsible for implementation of public statistics services mission, in particular:

Coordinating all works connected with preparation of multiannual statistics development programmes and annual public statistics statistical research programmes.

Submitting to the Statistical Council draft public statistics statistical research programme and approving the following plans: plan of studies and editorial plan, specifying tasks of divisions, statistical offices and subordinated units.

Presenting to the President of the Council of Ministers proposed scope of statistical data necessary for conducting surveys and forms of their transmission (template forms), as well as the established research methodology.

Establishing directions of works on classification standards, preparing and consulting with stakeholders projects of standard classifications and nomenclatures, and announcing official interpretations of classification standards.

Establishing principles for dissemination and distribution of the resulting statistical information by public statistics services.

Establishing tasks concerning international statistics, international cooperation and European integration.

Approving draft acts and regulations of the Council of Ministers and the Presidents of the Council of Ministers, as well as other materials, brought under discussion of the Council of Ministers.

Issuing orders and announcements, to issuing of which is obliged and authorized by acts and administrative acts issued on their basis.

Presenting and undersigning remarks, opinions and requests made to proposals of prescriptive acts and other materials within the course of cross-department arrangements, as well as letters addressed to general and central government administration bodies and provincial governors.

Coordinating cooperation between the CSO and: the Sejm, the Senate, the Council of Ministers, the President of the Council of Ministers and the Supreme Chamber of Control and the National Bank of Poland.

Determining work directions and tasks of directors of statistical offices and units subordinated to the CSO President, and supervising and controlling the performance of those tasks.

Setting the directives, supervising and controlling execution of department budget and approving financial plans.

Determining the conditions of personnel policy of official statistics services.

Approving educational and training activity plan for public statistics services.

Determining the principles of confidential information classification.
-
Setting directives and principles of conduct within the scope of statistical secrecy and personal data protection during statistical surveys.

Approving the plan of technical infrastructure development.
-
Determining principles for accepting and conducting surveys and studies, referred to in art. 21 of the Act on Public Statistics.
The President supervises the directors of statistical offices.
CSO President supervises: Central Statistical Computing Centre, Statistical Publishing Establishment, Central Statistical Library and the Centre for Statistical Staff Training.
CSO President directly supervises works of: President’s Office, Programming and Coordination of Statistical Surveys Division, Methodology, Standards and Registers Division, Personnel and Training Division (education and training).
The CSO President’s spokesman is subordinated directly to the CSO President.

CSO General Director performs tasks specified in Act of 24 August 2006 on state human resources and top state offices (Journal of Laws No. 170, item 1217, as amended), including:
1) assuring functioning and continuity of operation of the Office, conditions for its operation and organization of work, in particular by:
-
supervising divisions’ correct implementation of the tasks specified by the CSO President, with exception of spokesman and various advisers subordinated directly to the CSO President,
-
having organizational supervision over works on timely preparation of the budget project and executory agreement to the budget in part 58, and supervision over its implementation and preparation of proposals for changes during its implementation to be decided by CSO President,
-
requesting the CSO President to grant Office’s organizational regulations, and then establishing work regulations,
-
granting internal regulations to CSO divisions,
-
managing Office’s property,
-
commissioning services and making purchases for the Office and for other units of public statistics services within the scope specified separately by CSO President and ensuring maintenance of Office’s property records,
-
representing the State Treasury towards CSO property,
-
performing internal control and audit in the Office,
-
ensuring compliance with the provisions on statutorily protected secrecy, including statistical confidentiality and state secret and business secrecy,
-
ensuring compliance with principles of legislative techniques.
2) performing labour law activities towards persons employed in CSO and implementing personnel policy, in particular by:
-
managing civil service personnel,
-
appointing and dismissing divisional directors and vice-directors,
-
carrying out activities resulting from newly established and existing employment relations with members of civil service and activities connected with termination of employment,
-
planning, organizing and supervising civil service trainings for members of CSO civil service,
-
disposing of prize fund, without prejudice to other provisions,
-
administration of funds of enterprise fund of social benefits of the Office.
The General Director represents the Office externally in matters specified in points 1-10 (inter alia, in administrative proceedings and before courts) and issues appropriate authorizations.
In order to implement the tasks mentioned in section 1, the General Director issues regulations and may authorize in writing the Divisional Directors and other employees to take decisions on issues included in the scope of competence of the General Director.
The General Director manages additional funds obtained by CSO and carries out other tasks as authorized by the CSO President, specified individually by CSO President, and including deputizing CSO President during his absence.
The General Director – as authorized by CSO President – disposes of budget funds and acts as 3rd grade money manager.
The General Director directly supervises the auditor, who performs tasks specified in the public finance act, as well as independent work safety and health position performing tasks specified in the Labour Code and its executory acts.
The General Director cooperates with the workplace trade union organization operating in CSO on issues delegated to workplace manager by separate regulations.
The General Director appoints, in consultation with CSO President, Divisional Director to act as his deputy.
The General Director directly supervises works of: General Director’s Office, Administrative and Budgetary Division and Personnel and Training Division (personnel).
